Stealth steps

Is it normal that with 99 of hiding and 96 of stealth you are not able to take a single hidden step?

You should be able, are you carrying some armor? Remember that stealth is AR based.

You're actively using the stealth skill after hiding?

You can't just hide then move around stealthed here.

yes i do, first hiding, then stealth, and when it says you begin to move quietly then a single step a revealed

IIRC, you need 100 hiding to use stealth??

Try taking hiding to 100 and try again.

I have noticed by another character who was uploading it at the same time, that the one without a mount could walk hidden, so I suppose that was the problem. I thought that you could walk hidden in a saddle "walking"
