Those keeps have been owned by a long line of assholes, all of whom you can be certain have runes, would loot you, and would play innocent after the fact. A few of them had bart's suckers attached to them, so it's almost certain that he has several sets of runes as well.

I actually had chars logged out there for months. Upon logging in I was inside the new homes since they were set to public. I simply left and let the new owner know to change his security settings. Also, I personally have zero runes.
