Noob question: how does one make these?

According to the Tailoring BOD page, 2406 isn't an available mask dye color (though it is listed as a "special cloth" color).

There was an oversight in hue # for the shadow-iron ore, this was corrected some time ago but apparently the forum post details were not.

I corrected the link to properly reflect that.

Hue 2406 is the ore colored dye available through the tailor BOD system (as opposed to the "special mask dye" #1109).

According to the targeting hue in razor it is 2406. Current bid goes to zel. Auction closes at noon on Thursday.
