I looked into this and Magincia is shown on the client as a selection but the code currently does not support that as a starting location. Most likely because this was a trammel only starting zone. I've got that on my list for more testing to make sure all the starting selections are working with felucca related locations. Thanks for the report.
i created a new character today and picked Skara Brae as my starting town, but the system sent me to Vesper! ... not sure how many others are not working right!
I selected Ska a few times and was sent to Brit so just started selecting Brit. Ill test again with a scrub character.
