I find that Red Rovers vendor house, the second small tower to the right of Yew bank, typically has them in stock. I go through a ton of the stuff. Also you could message King on IRC about them because I believe he has them as well.

Mutombo also regularly stocks his vendor outside Vesper, and is very reasonably priced. He goes out of stock quickly though.
