This is a bone mask and is blessed. Bone armor can't be blessed and a bone helmet can't either. Also a bone helmet effects meditation.

A blessed bone mask is strictly for gangster status and doesn't affect your ability to passively or actively med, but doesn't provide any AR rating like a bone helm would.
