A question about housing.

Since joining UOR I have been running around getting reacquainted with the world. I have noticed that there are a lot of empty houses/towers/etc... all over the place. I was wondering are these places being held onto just because or are they mostly "on the market"? Is there a realtor I can call (lol)? Or is it a matter of sifting through the forums to match up what I see in game?
